in the long run, but still they require massive capital for construction. A refrain among all we spoke to is that costs are passed along to customers, and the buck stops at the pump -- nobody seems to think the oil companies are taking a hit. Nor does anyone seem to have a fix on how much these increases in operating expense affect the price of energy, compared, say, to more widely recognized practices of OPEC et al. But the cost of fuel increases are a cost that keeps on costing -- if a gallon is 20% higher this year than last, it raises the price of further discovery, extraction, support, distribution that much more. Possibly these are issues that will gain more governmental scrutiny, but so far, most concede, it's come too fast, has had a war to compete with, has fallen into the cracks. Time will tell how it all impacts the national economy, consumer spending patterns, or related issues of national security. All we can say for certain is that the wrecks we saw in rows at Empire are not the only legacy still to settle from "the storm."
